Jpg image resize quality

I resize some 3000*3000 pixels to 800*800 and the final size is 633.091bytes.

But after that i open this image in Paint (Windows 7) and just save image as jpg (no resize, no any modification to image) and image size is 118.205 bytes.

I also get warning: Any transparency will be lost if you save this picture. Do you want to continue? image

The quality of image is the same?  a few pixels of image

How can i achieve the same (compression ??) final size with ImageTools?

Sorry, that I didnt have andy time before.

(1) JPEG does not use alpha channel, you can use PNG when you want to use transparency.

(2) There is a property at the ImageEncoder class called Quality where you can define the compression.
